Default How to keep rule length intact when in Forms (and in a table)?

Howdy, howdy,

In a table cell (and even when not in a table), I have four ruled lines
where users can--using the Forms mode--insert description text. The problem
is, when in Forms mode and when entering text, two things happen:

1) The rule length(s) "shrink" from their right tab-set margin (to
accommodate word spacing), and
2) Rules are created/pushed down as each line of text is entered.

What I'd like to happen is:

1) The rules' length stays put at the right tab, regardless where the words
break on the rule, and
2) The entered text "flows" along the rules and no new rules are created or
pushed down.

Default How to keep rule length intact when in Forms (and in a table)?

Instead of using a rule or underline or anything similar, put all your text
form fields in table cells (with column width set to an exact amount) and
apply a bottom border to the cell.

If you've got four rules in a single table cell, they should not move
provided they're anchored to the paragraph in which the text form field sits
and their position is defined "Relative to Paragraph."
