Default How do I print address's on the right size label sheet i.e. 21

After selecting the correct (I think) label sheet number(Avery 8160) I find
after merging these onto a new word document and I enter address's into label
boxes I find when printing that instead of having 21 labels to a sheet I
have 27. and no matter what settings I change it always reverts to 27. What
am I doing wrong

The Avery 8160 contains 30 labels per sheet. You must select the label type
that matches the feedstock upon which you intend to print.
