Default MS Word 2003 Table Shading

Whenever I try and shade the cell of a table (Format/Borders and Shading),
the default "apply to" is the whole table. How to I change the default
"apply to" to cell?

Select the cell before opening the dialog.

The default is cell if you have a cells selected.
