Default Cannot put scrolling text in Word document. Object in MARQUEE?

I used all the steps from help and still get this message when I try to to
put scrolling text on a word document. "This object was created in MARQUEE.
This application is not available to open this object. Make sure the
application is properly installed and that it has not been deleted, moved, or
renamed."
This is a class project where I am integrating many things. The word page
will be saved as a web page when finished.

That feature was "broken" by Service Pack 2 for Windows XP. See
http://support.microsoft.com/?kbid=886299 "'Application is not
available' error messages when you try to insert some Web Tools
in Word 2002 and Word 2003".
