Placing access to page number format under 'insert-page numbers' gives the
distinct impression that you are required to insert page numbers again to format them. Since page numbers are formatted per section, it seems fair to place page number formatting with other properties that apply to sections, the 'page setup'. You can format page numbers for a given section using the Format Page
Numbers button on the Header and Footer toolbar. -- Suzanne S. A better suggestion would be to remove the Insert Page Number command and
have people always insert them through the header/footer.
