I received an encrypted notepad attachment. How do I decode this attachment?

Is it a) encrypted, b) encoded, or c) just displaying as 'garbage' because
you are attempting to open it directly in the email window or perhaps don't
have the correct font?

Save the attachment to your hard drive, & in Word use the typical FileOpen
command. If that doesn't solve the issue, post back with more specifics as to
what happens when you try (also include software/OS versions).
