The simplest way to maintain consistency is to use a numbered or bulleted

Select the paragraphs and, on the Format menu, click Paragraph. At
Spacing Before, specify the desired amount. For a "blank line", you would choose 12 pt. (If Line Spacing is set to "Single", 6 pt of Spacing Before should suffice, though.)
