Default Toolbars

How can you have the ICONS on the toolbars tell you what they are when you
hover your mouse cursor over them? I was able to do it on a different
desktop but my current one will not do it. I am using office XP.

Options | View and check the Show Screen Tips box.

I tried that and it is still not working. Any other ideas?
