Default Footnote blank lines

I have a document with several blank footnote lines that cannot be removed.
The line has only a paragraph return in it. It does not have a footnote
reference, although when you show paragraph marks it has a small black square
(like a bullet) in front of it. It does not seem to affect the footnote
numbering. Efforts to delete are met with a €śthis is not a valid action for
footnotes€ť message. Converting to endnotes does not permit removing this
blank line. When in the wrong place, it can force a footnote to the following
page. Or it leaves a blank space.

You can always delete these empty paragraphs, but it may require some trial
and error. Selecting the paragraph mark and pressing Delete will usually get
the message you quote. Try placing the insertion point left of the paragraph
mark and backspacing. If that doesn't work, place the insertion point at the
end of the footnote paragraph above and pressing Delete.

Thanks but Ive already tried all three of these tricks. They have worked in
the past but not this time. Any other thoughts?

Don't know what to suggest; I've never not been able to delete an empty
paragraph one way or another, though it does usually require some trial and
error.

Default Footnote blank lines

I was able to get rid of them by copying the footnote text, inserting a new
footnote before the bad one and using a paste special (unformatted text) and
then I deleted the footnote that included the paragraph symbols I couldn't
remove. It appears the person that created this document was pasting text
from old documents and not using a paste special which I think is what caused
the problem initially.
