Default HYPERLINKS

I am new to Word 2003 -

Can I hyperlink to a PDF file?
If I can, how do I hyperlink to a particular page or section?

We have procedures that refer to certain national standards. I want to put
the standards (which are usually several pages in length) in the same
directory as the procedures and be able to include hyperlinks within the
procedures to the correct area of the standard referred to. Can anyone help
me or point me in the right direction.
