Default Track changes is on but when i email to others there aren't any

I have track changes on but when I email the word document to another user
their are no track changes.

There are no changes _visible_ or are there really no changes? Which
version of Word is this (on both ends), and how do you email the document?

The Office version at both ends is 2003, the same build and service pack
level. emailed via outlook thropugh an exchange server to an internal person
at another site.

OK, then how do you assess that there are no Tracked Changes on the
receiving end? If Word doesn't show them on opening the file, that
doesn't necessarily mean there are no T/C present -- it's one
possibilty, and the other is that they are merely not visible. Check the
T/C toolbar and select the appropriate view.
