Default Many sections, headers and footers keep on changing

I have a document over 300 pages long and every so many pages starts a new
section and therefor a new heading and footer. Header and footer have to
match each other, i.e., header: exhibit 31, footer: exhibit 31. Since I
have a very long document some how the header reads one way and the footer
another, i.e.,
exhibit 31, and the footer will show: exhibit 32, and it occurs throughout
the entire document. I have about 50 exhibits, have to have them all
together. The numbers are typed in, no automatic numbering, but even so the
headers or footers change as if the section break did not apply to both
header and footer. If you have experienced something like this and know how
to avoid this please help me.

Make sure that all your section breaks are "Next page," not "Continuous."
Also, if the exhibit number is somewhere on the page, you can use a StyleRef
field in the header and fooder and not need any section breaks at all.

If you cannot use the StyleRef field, make sure that headers and
footers are unlinked: On the Header/Footer toolbar, de-activate the
Same as Previous/Link to Previous button (the names depends on which
version of Word you are using). Note that a document can have up to
three headers (and three footers) per section, namely, if "Different
first page" and "Different odd and even" are both checked in File |
Page Setup. And the linking of headers (footers) must be turned off
for each type of header (footer) separately. For more, see:
