Default Bullets in a Protected Table

I am creating a form with the following requirements:
1. The form must be password-protected.
2. Users want to be able to add bullets to the form fields.

I can't get the bullets to work. Does anyone have any ideas?

Default Bullets in a Protected Table

Design the form so that it has an unprotected section where users will
be able to enter bullets, or apply a bulleted style to a text form
field.
