Default Personalized menus won't turn off

I have recently reloaded Windows XP, and MS Office 2003, and am trying to
turn off the personalized menus in the MS Office programs, but I can not find
out how.

I have turned off the personalized menus from the start menu, and they have
stopped showing up in Windows XP as expected. However the Start menu trick
only affects the Windows menus, not the Office ones.

How do I turn off personalized menus in the MS Office programs?

In the Tools Customize dialog, on the Options tab, check "Always
show full menus".
