When I was in boot camp -- a LONG time ago -- we used to have the occasional
joke announcement at reveille that the uniform of the day was to be skivvies
with hash marks. Ahem. (Hash marks were supposed to be the sleeve stripes
which denoted how long one had been enlisted.) On skivvies, however...

So, to me, skivvies are a uniform. Heh.
