Default Toolbar does not save

Using Word 2002 with XP Pro, after I customize the toolbar it is not saved
after I close and reopen program.

This tells me that changes to the template in which you are saving the
toolbar are not being saved. The default place for such saves is normal.dot
but that is not necessarily the best place.
