Default Underlining problem

I have a problem when I am trying to type in a underlined blank of a contract
form. If I just type in the blank, the the existing underline is replaced by
the typed character with no underline. I can click the Underline Icon, and
the type will have an underline that replaces the existing underline, and
looks fine. However, when I go to the next underlined field and start typing,
the new type again does not have an underline. I have to then click on the
Underline Icon again. I have to do this every time I go to a new location in
the document. Is there any way I can keep the underline feature activiated
for as long as I want to and in all locations in the document? Thanks.
