Default double space a couple of lines, not a whole paragraph

Even though I select the text I want to have double spaced, the program still
double spaces the entire paragraph

The settings in the Paragraph dialog box apply to _entire_ paragraphs.
Therefore, if you change the line spacing, the new spacing will bee applied
to all lines in a paragraph even if you did not select all the lines.

If your only objective is to add space between two lines, you could press
Shift+Return twice to insert two manual line breaks at the end of the first
of the two lines. Alternatively, you could press Return before and after the
two (or more) lines to put the two lines of text in a separate paragraph and
change the line spacing for that paragraph.

Line spacing is a paragraph formatting attribute predicated (by default) on
font size. What you are asking for goes "against the grain" from the
standpoint of _most_ document design perspectives - no offense - but can be
accomplished in several different ways for creative effect.

In addition to what Lene suggested you may want to consider using a 1-column
table with no borders, each "line" of the "paragraph" in a separate row of
the table & adjust the row heights as desired.

Another option is to select the lines & use FormatFont - Character Spacing
to set the "Position:" as Lowered or Raised by the desired amount.

I believe these or her first alternative offer the most control. However,
you should take into consideration that *anything* you do to accomplish this
in Word amounts to a hack job. It will probably present a serious
complication for any future revision/repagination of the document.
