Default Greay bar on page

I am editing an old proposal document and updating it for a new proposal. I
do not want to have to type the whole document out again. However, there
appears to be a grey bar, 3 lines in width near the top of every page. It is
not a header and i can not select it as an object.

How do i get rid of it?

It might be a paragraph border applied to the header paragraph. See

Since the gray area appears on all pages my guess is that it has something to
do with your header anyway.

Have you checked whether borders and/or shading have been applied?

Try this:
Turn on formatting marks (Ctrl+Shift+8 or click the ΒΆ icon in the Standard
toolbar) so that you can see all characters incl. empty paragraphs. Go to the
header and make sure that each paragraph is set to no border (Format
Borders and Shading Borders tab - select None) and no shading (Format
Borders and Shading Shading tab - select No Fill).
