I need to change to size of increment used to move a picture or frame in a
word document. If i'm trying to place a frame in a document and use the
cursor to move it, I would like that amount of movement to be less that the
default.

You can change the grid interval (Draw | Grid on the Drawing toolbar) or
override the grid by pressing Alt.
