Default Numbering

I don't know if this is an application error or what the problem really is -
but it seems to be continuous, no matter which version or Word. I could
really use some help as I'm typing long long documents for which I've created
templates. The defined numbering system for Number1, Number2, etc. is
indented, each according to the defined heading and/or body under which it
falls.

My numbering ineviatably 'continues' even though I repeatedly click 'Restart
Numbering'. Even if I insert a section break, numbering continues from where
the previous set left off. Additionally, when I do click 'Restart Numbering'
- guess what? formatting is lost and the numbering indents itself to the
left or to the right, dependent upon how upset it is I guess. Even if I use
the format paint brush, the numbering STILL CONTINUES from where the previous
list left off.

HELP !!!!!
