Default Change Style Set does not work consistenly in different documents.

Using XP just upgraded from Office pro 03 to Office Ent. 07 on single user
laptop...

Word 03 allowed you to set up styles you wanted to use in a custom template.
In 07, once you set up those styles, you can save them as a custom Style Set
independent of the template and apply them to documents that were not created
with the File, New custom template.

In 07, if you File, New, use the custom template, the custom Style Set works
as expected, the same way as in 03.

In 07, if you File, New, Blank document (based on normal template I would
presume), and then change the style set to the custom Style Set (i.e. created
and used in the customer template (home, change style set)), the custom Style
Set does not operate as expected.

On example is this: In the customer template, the custom Style Set may have
Custom Heading 1 followed by Custom Text 1. However, the 'followed by'
reverts to normal when you start with a blank document and change the style
set to the same custome Style Set used in the customer template. There may
be other problems as well.

This takes a major new feature of 07, and makes it virtually useless. A
custom Style Set should operate the same, whether it is used to build a
custom template, or used in an existing document based on a normal tempate.

Am I doning something wrong? Is there a work around? Is this a bug?

Styles in a template and those saved in a Style Set should work the same.
I'd say this is a bug.

A quick look at the XML indicates the Quick Style Set has been saved with
the correct definition, such as the style for the following paragraph, but
when you use Change Styles it's not being carried over. If you use the
Organizer to copy the styles then it works. So I'm pretty convinced it's a
bug. :-(

Follow-up: I have confirmed this is a bug and have reported to Microsoft. I
