Default bullets and numbering

I used to be able to use the tab key to indent to the next sub indent when
using outline bullets or numbering. Now, when I use the tab key, it doesn't
take me to the next outline level, only indents the line.

How can I re-set the tab key to move me to the next sub indent of the
outline.
