The only toolbar in Word 2007 is the Quick Access Toolbar, and there's
nothing similar in Word 2003. Word 2007 does not itself provide a way to mimic Word 2003. However, there are some 3rd party add-ins that can make Word 2007 resemble Word 2003. You might or might not find them to your liking.
