Default Two types of protection

Hello
I would like to be able to set up a document which allows input from users
but where the base document cannot be tampered with. Protecting the document
as a form will allow users to edit, but not apply formatting. My users will
want to be able to apply bullet points, bold, etc. Has anybody any
suggestions? Many thanks in advance.
