Default How to ensure a doc recipient views hidden text?

I think view settings are set by each user and aren't embedded in documents.
Is there a way to ensure when a user opens a document, that a setting such as
'view hidden text' will be enabled for that .doc?

No way that you can guarantee. You could set the option on with a macro, but
most sensible users will refuse to automatically run macros from third party
documents.
