I used to be able to indent bullets by using the TAB key in Word, but now it
just indents a blank space, leaving the bullet in its original place. How do
I return to indenting w/ the TAB key?

Try this:
Select Tools AutoCorrect Options AutoFormat as you type tab and turn on
"Set left- and first-indent with tabs and backspaces".
