I am not sure what the Japanese Post Card Wizard is, but you may find the

Hi May,
If you have have a Japanese edition of Microsoft Word/Office 2003 and have installed the optional features the Postcard Greetings Wizard should be in Tools=Letters and Mailings. There is also an entry in Tools=Autocorrect Options=Autoformat as you type that launches it.
