Default endnote placement issue

For a book, the publisher requires: Endnotes numbered starting at 1 in each
chapter, and all endnotes following last chapter but before end matter
(bibliography, index). Word will put endnotes at end of everything or at end
of each chapter (section), but I can't find a way to meet the publisher's
requirement.

Set the endnotes to be at the end of each section. Then suppress endnotes
for each section up to the one at the end of which you want the endnotes
collected (using the "Suppress endnotes" check box on the Layout tab of Page
Setup). You can restart numbering at 1 in each section; unfortunately, if a
chapter contains more than one section, this doesn't work correctly.
