Default how do i set up new documents view defaults

When I open a new document. my curser is at the very top of the document. It
does not display the 1" of top margin and it used to. If I click on the
preview pane, the 1" of top margin is displayed. Wha do I have to do to get
the top margin to display in the view when I open a new document?

See the following:

If using 2007 the setting is in Word Options Display Page Display Options.
