Default lines

I am trying to create a template for a form that will be used online. On
this form I must be able to leave blank lines so they can be filled out with
text later. The problem I am having is that when I draw a line it doesn't
always appear and stay where I need it to. Is there an easier way of leaving
a blak line within text for characters to be added later?
