Default made a word template, how do I keep text from moving?

I made a template in word. How do I lock in the text on the template so when
I go to fill in the blanks the template text does not move?

What you are describing sounds like a form (presumably a protected form with
form fields). Most designers use tables (borderless as needed) for these.
After disabling auto resizing in the table, you can set exact row height and
preferred column width.
