Control-[Accent] then the character, where [accent] is quote, circumflex,
comma (for cedilla), colon (for umlaut), etc.

Well, you don't actually put the accents on letters; you select accented
characters. Word has built-in shortcuts for many of them, and you can define
your own shortcuts for others. See
