Default can't restart numbering

I've defined a paragraph style for procedural steps. Of course, I have to
right-click and restart numbering all the time because Word 'helps' me by
assuming that this 200-page book is ONE procedure.

Now I've gotten to a procedure where I can't restart numbering. I have
inserted a section break, and even closed Word and rebooted my machine,
thinking that it might help, but I can't make this procedure start with step
1.

Thank you! I appreciate your response although I didn't find the information
helpful.

An ex-coworker advised me just to change the style of the preceding
paragraph, then change it back. That worked! I'm not sure I would want to
know why.
