Default Deleting a footnote

In Word 2000, I am attempting to delete a footnote. I can delete the index
number (or I can delete the index number and characters to either side of
it), which is the way that one normally delete footnotes, but that doesn't
delete this footnote. Yet if I try to delete the footnote directly, I will
get the typical error message to the effect that such an action is not valid
for footnotes. Also, holding my cursor near to the footnote index shows the
footnote, so I know that this is a "real" footnote that should be deleted by
deleting its index number, but this doesn't appear to work.

I could kludge around this problem if it was just a document that had a few
footnotes that I was just going to print and send, but this is a document
that is being shared with dozens of people, where they use it to make
suggested changes. It needs to be free of stupid little work-arounds.

Any good suggestions?
