Default Pages Running together--

Hi all, I am pretty new to word templates and all, but have a strange
issue that I am not sure how to get around or if it is possible. It
is hard for me to explain.
This this the data structure,
I have, Item 1 and process A
item 1 and process B.
I have 1 item and 2 process, the template I have set up prints 3 pages
for each process. If I have 1 item and 1 process, print is fine.
But when there is 2 processes (A and B) to be printed, I should get
six pages of information printed. I get the six pages, but at the end
of the 3rd page from process A, the header from process B does not go
to a new page, it runs together. If I add a manual page break after
the thrid document every thing prints correctly, but I get a blank
page every time an item document is printed.
I have tried to use the Different First Page, and changing the size of
the pilcrow to 1.

Any help would be greatly appreciated
