When I place the water mark in one section then go to another where I add the
same watermark, the watermark in the original section disappears. Basically, Word is only allowing me to display the watermark in one section at a time. The header/footer sections are purposely not linked. |

Although you don't say, I'll guess you're using the watermark gallery in Word 2007. It behaves that way (which I consider a bug) -- inserting a new watermark first deletes any existing watermark; the deletion takes out all watermarks in the document, while the insertion only affects the current section. The solution is to avoid the gallery for inserting watermarks in the second and later sections.
