Default How to set hyperlinks without ctrl+click to open them?

Help, new job, new computer.
Every program I set hyperlinks in requires the user to use ctrl+click to
open a hyperlink. In the past all the user had top do was click on the
hyperlinks. How can I change this setting back to make it easier on the user?
Clarification: I wan the user to just click on the hyperlink to open it.
