With the cursor in the header of section 2 (or the footer, if that's where
you're putting the page numbers), click the Same As Previous button on the
Header/Footer toolbar to turn it off.

If you do that before inserting the page number, the number will appear only
in the section where you inserted it. If the page number is already present
in both sections, you'll have to delete it from the section where you don't
want it.
