Default Preserving tracked changes in new Word 2007 document

When I open a new 2007 document and copy over a section of another document
with tracked changes, only the comments, not the insertions and deletions,
are carried over. How do I make everything carry over? Note that I have tried
making sure that everything is checked off in the Show Markup dropdown
window. And I can use Combine Documents to do this, but it's awkward. Help!!!!
