Default Comments in document footer

Just used track changes/comments for only the third time, though I've used computers for years and I cannot add a comment in the footnotes. I can make changes, but not comment. It works fine in the body of the document but as soon as I go to the footnote, the "comment" icon goes gray and I am locked out. I tried saving as both .doc and .docx but no difference. Several other people I shared the document with had no trouble so obviously I am doing smething wrong Any thoughts? I am using Word 2010. Thanks
